Quincei Lovejoy, CPA, CMA, MBA is the Financial Planning & Analysis Manager for the Fayetteville Public Works Commission, where she supports financial planning, analysis, and strategic decision-making for the organization.
She joined the Commission in June 2025, bringing more than ten years of experience in accounting, fiscal management, and process improvement across multiple industries.
Prior to joining the Fayetteville Public Works Commission, Quincei built a diverse career in the construction, long-term care, and home services industries. Throughout her career, she has served in progressive leadership roles including Senior Accounting Manager, Controller, and Vice President of Finance, developing a strong foundation in financial operations, leadership, and organizational improvement.
An experienced finance professional, Quincei is known for her focus on process improvement and operational effectiveness. Her background spans complex financial environments where she has led teams, strengthened financial controls, and supported business growth through sound fiscal management practices.
A licensed Certified Public Accountant (CPA) and Certified Management Accountant (CMA), Quincei holds a bachelor’s degree in finance and accounting, as well as a Master of Business Administration with a concentration in Leadership. She is committed to professional excellence and continuous learning, having been selected as a 2024 graduate of the AICPA Leadership Academy.
Quincei is actively involved in the accounting and finance profession as a member of the American Institute of Certified Public Accountants, the Institute of Management Accountants, the North Carolina Association of Certified Public Accountants, and Women in Public Finance.
