Gender Equity

This webcast will address a topical and developing area of public financial management. Gender responsive budgeting is an approach to budgeting that uses fiscal policy and administration to advance gender equality and the development of women. It is gaining popularity among governments around the world and offers a unique approach to formulating a budget in a gender responsive way and linking gender responsive policies so that women and men are treated equitably.

Gender responsive budgeting is grounded in the understanding that policy decisions and resource allocations of public money can affect the economic and social outcomes for women and men.

In this webcast we will review advantages and challenges of gender responsive budgeting, in particular, you will learn the lessons from country case studies. Additionally, we will talk about the practical challenges of gender responsive budgeting. We will also discuss the wider policy context and how it contributes to advancing gender equality, particularly meeting the UN’s Sustainable Development Goals (SDGs).

Finally, participants will hear firsthand from Public Finance by Women (PFW), about their priorities for promoting gender equality in the public financial management systems.

Gillian Fawcett
Gillian is a co-founder of Public Finance by Women (PFW), a non-profit international organisation focused upon supporting women working in public finance to fulfil their career potential by providing mentoring and other support, as well as promoting the advancement of gender equality. She is also a freelance consultant in public policy, strategy and finance. Previously, she was head of international at the Chartered Institute of Public Finance & Accountancy (CIPFA) responsible for leading CIPFA’s international strategy including thought leadership, research, products and services and international advisory for finance professionals working in public services around the world. Before joining CIPFA, she held a number of positions including head of public sector at ACCA Global, senior fellow within the organisational development and policy team at the Office for Public Management (OPM), head of policy at the Audit Commission and head of finance at the Scrutiny Unit in the House of Commons. In January 2019 she was appointed as a member for the Cifas local government anti- fraud and corruption advisory board and joined the board of Friends of the Earth Charitable Trust in February 2019. She was a member of the Confederation of Asian and Pacific Accountants (CAPA) public sector committee for nine years and former member of Accountancy Europe, public sector committee from 2009 – 2015. She was also treasurer and chair of the Finance and Fundraising Committee for Freedom from Torture for five years and vice chair of the Macro Economic Committee for the European Centre of Employers and Enterprises providing Public Services (CEEP). Prior to this she was treasurer for the Legal Action Group (LAG).
Maja Bosnic
Maja Bosnic is an economist, specialized in public finance management (PFM) and gender responsive budgeting (GRB) having worked in the transitional countries of the South-East Europe region (Bosnia and Herzegovina, Serbia, Macedonia, Croatia, Montenegro, Albania) an Ukraine, Caribbean Countries and Indonesia. Maja is Business Development Director for Niras International Consulting. She has been a Team Leader for the Swedish Government funded Project “Gender Responsive Budgeting (GRB) in Ukraine” implemented by Niras from 2014-2020, which is one of the largest GRB projects globally. She was engaged in number of PFM and GRB related reforms working directly with ministries of finance, multiple line ministries and civil society organizations. As a civil society and GRB adviser for UK Government funded project “Strengthening Public Expenditure Management” in BiH, she was the lead author of the „Citizen's Guide to Budget“ (BiH, 2010), and co-author of the „Handbook for Successful Cooperation with Parliament for Citizens“ (BiH, 2010). She was part of pioneer initiatives to introduce GRB in South East Europe Region working with UN Women, and led and coordinated preparation of the first GRB Textbook for Universities“ for the SEE region. Ms Bosnic has been working with International Monetary Fund (IMF) as short-term PFM Expert – in Caribbean region (with CARTAC) to assist in introducing gender considerations in Budget Manuals of Caribbean Countries and to develop trainings on GRB for PFM experts, as well as with SEMCAR. As a PFM expert, she has been working for PEFA Secretariat as external consultant and peer reviewer, and was only external consultant in developing new PEFA GRB Framework, that she helped pilot in Ukraine and Indonesia. Maja is cooperating with different training centers, such as Training centre of International Labor Organization (ILTC), providing trainings on PFM and GRB and has participated in global working group that developed SDG 5c1 (financing for gender equality).
